There are exceptions to this as if you get an ability such as Bear Form and you really don't want it then you might want to reroll immediately before you risk getting Bear-specific spells like Swipe or Maul. You may end up getting that same ability later down the line or you may get a different ability that's even worse, leaving you wishing you'd saved the reroll for that. Using one at an earlier level is a bad idea for a few reasons. Save Scrolls of Fortune until you reach level 60 if you can.
